Before 2004, when Labour ran Cardiff Council the average annual council tax rise was 11% and in 1996 they managed a staggering 25% increase in one year alone.
Under the Lib Dems the average yearly Council Tax rise has been just 2.9%. In our first year in charge, we actually cut Council Tax.
So that's an average tax rise of 11% under Russell Goodway's Labour Party, and an average rise of just 2.9% under the Lib Dems.

As of 2011 the average band D property in Cardiff pays £1,086 pounds (up 2.9% since 2004), the same property in Labour run Rhondda will pay £1,303 (up 4.5% since 2004) and the same property in Conservative run Monmouthshire will pay £1,225 (up 4.2% since 2004).
